Climate change set challenges for conventional policy making. In this context, governance experiments
may provide opportunities to seek innovative policy solutions. This article examines governance experiments
in climate action in terms of their regional reach and factors that are critical in the realization of
the experiments. A particular focus is on how governance experiments different in these respects from
fi ve other types of experiments. Statistical analyses of sustainability experiments in 28 European countries
show that there are statistically signifi cant differences between types of experiments and types of critical
factors. Governance experiments are less technological than product experiments and more political than
social experiments in terms of critical factors. Differences in organization according to regional reach
could also be observed. Governance experiments have a stronger local character than most of the other
experiments. These results characterize governance experiments in climate action and can be used when
designing future experiments.
