Abstract

Vuosikymmen sitten keskustelu kuntien roolista ilmastonmuutoksen torjunnasta oli tuore ja uusi näkökulma, johon sisältyi paljon odotuksia. Tutkijapiirien ulkopuolellakin alettiin ymmärtää, että kunnat vastaavat kasvihuonekaasupäästöjä tuottavasta arjen infrastruktuurista. Kuntien politiikkaan saattaa vaikuttaa myös hiukan erilainen kokoelma intressejä kuin valtioiden politiikkaan. Vuonna 2009, kun Hiilineutraalit kunnat (HINKU) -verkosto alkoi hankkeena Suomessa, kuntien sitoumus pienentää kasvihuonekaasupäästöjään 80 prosenttia vuoteen 2030 mennessä oli selvästi edellä kansallista ilmastopolitiikkaamme. Tutkijoiden näkökulmasta vielä kiinnostavampaa oli kuitenkin se, että kuntien ilmastotyössä paikallisyhteisö voi yhdessä toimia itseään suuremman ongelman ratkaisijana.
